So, let me see if I understand this recipe correctly..  the "fhw"
means the action is a header filter that should be waited for.  The
first match rule establishes that it's in owner-<list>@... format.
(I'm curious, in what circumstances would there be a 2nd '@' or a '+'
after the first '@'?)  Then the second match rule sets $MATCH to be
the part between the hyphen and the @.  Right?
