    Looking at changelog, I did not seem to notice unctrl() related
changes after this date. Can you check in the source tree the
ncurses-5.5/test/ncurses utility, menu "f" (display ACS characters),
then "0" (Display of C1 Character Codes 128 to 159). For me it perfectly
follows the locale: In fr_FR.ISO-8859-2 I get all tilde letters, in
fr_FR.CP-852 all real chars, and in fr_FR.CP-1250 the expected mix of
tildes and real chars (but I use 5.5.20060603).

    This 852 locale works very well...
