Nah, I'd have a look at the UI code for Mutt, and not touch any of the other code. You can then use PHP/PERL/C to generate HTML based on the UI function calls in Mutt. i.e., every time that you're asked to print a pageful of emails, write the thing out as an HTML form. As I noted above, you really don't need PHP/PERL for that, although you can certainly use 'em if you want.
