Perhaps this one:
Content-Transfer-Encoding: base64
as in practice, only (non-textual) attachments should be in base64.
Messages without attachments to mutt-dev and mutt-users should be
in English, possibly with a few words in a different language, so
there are no reasons to use base64 for them.
