Here's a couple more things to check:

    How is $pgp_import_command set?

    Look at the help menu for the index page: is the 'extract-keys'
    function listed?  (Perhaps it got bound to a key other than Ctrl-k)

    If the 'extract-keys' is not listed, look at config.log to see what
    happened to disable pgp.
