They might have very strange corporate policies, or very strange
technical constraints imposed by soft/hardware vendors, or any of a
number of other strangenesses that aren't the sysadmin, thanks.

It's hard to pass judgement on why an end-user needs to do something
that you feel is strange. Many people are bound by limitations in their
environments. Much of the world is not a personal linux box.
