You need a blank line here. I assume you have it but omitted it in your
mail, because I would have expected other problems if you had not. But
in case I'm wrong, it's worth a mention.

I'm not sure that mutt respects Content-type: headers in edit_headers
mode (or likewise with calling with -H). You might just need to enter
the HTML inside mutt's editor and use ^T to edit the MIME type.
