Is this a save-hook bug?

In my muttrc I have the following:

    set default_hook="~f %s | ~t %s"
    save-hook "this@xxxxxxxxxxx" +FOLDER

I got a mail with the following in TO:

    "Andr\351 M\374"Hammergrund" <this@xxxxxxxxxxx>

This line looks really wired. The line is not recognized correctly and
the save-hook does not catch the mail. I do not know which Mailer
created that message.

Is this a save-hook bug? Or is the others mailer to blame for it?
