Well, since you answered:

Those two tell you where to get my key.  I'm too lazy to publish it on
a keyserver (although others already have done so for me, apparently).

These are useful if you're grep(1)ing through an mbox looking for
posts by me (if you're insane, for example).  If you search for
www.dave.tj/dave/public.key, you'll end up with just about every post
I've made in ages.

This was in response to some funky emails from people who weren't sure my
list addys were real.  They'd mangle the addy trying to make it "legal,"
and I'd just sit there laughing.  These headers help keep my laughter
at bay.

BTW - My .mutt/muttrc file [1] is quite well-commented by my standards.
It actually says what most of these headers are for.
