Put this in your .muttrc:

set ispell = "/usr/bin/aspell -e -x -C -d english check"

If you want to switch between two dictionaries, you can use this macro:

macro compose I '<enter-command>set ispell="aspell -e -x -C -d german 
check"<enter><ispell><enter-command>set ispell="aspell -e -x -C -d english 
check"<enter>' "aspell german"
