mutt uses mutt_dotlock which as the needed privillages.

ls -l `which mutt_dotlock`
-rwxr-sr-x 1 root mail 29425 Apr 17 13:07
/usr/local/bin/mutt_dotlock

ls -l `which mutt`
-rwxr-xr-x 1 root staff 526356 Aug 18 03:25
/usr/local/bin/mutt
