RE: [council] Council Meeting Times



Thanks Stephane.  Note the following:
  • In the Option 2 column, I shaded the Hong Kong block in red because I assumed a 2-hour meeting that would extend past midnight.
  • In the Option 3 column, I shaded the Moscow time in red for the same reason.
  • Also in the Option 3 column, using the approach I took, I should have shaded the Tokyo time in yellow.
I think I caused some confusion by the approach I used.  The just approved Council Operating Procedures recommend no meetings from 11 pm to 6 am.  Assuming that 11 pm to 12 am and 5 am to 6 am were not quite as bad as other times in that range, I treated them differently (yellow shading).  The yellow and red shading combined cover the full range from 11 pm to 6 am.   Does that make sense?
 
I correct the Tokyo shading under Option 3 in the attached spreadsheet.

I have made a couple of edits to your spreadsheet (there were a couple of examples of wrong colour code use in columns 2 and 3.

Overall, I would suggest not alternating between 2 sets of options but going with the (simpler IMO) 3-way rotation. Doing so would mean we first settle on a preference between option 1 and 4. As you suggest you would prefer option 4 to option 1 (which is just crazy to me as I would rather work late than early, so it really is a case of personal preference here), perhaps we can go with that one.

What do others think?
