The tricky bit is that different users use different tools to do the dump (eg
lynx vs w3m vs ... for HTML, antiword vs catdoc vs ... for MS Word), and that
it runs off the .mailcap file, which gives the user complete control from
outside mutt. Maybe if mutt had a few built-in defaults for certain encodings
when there is nothing in the .mailcap file it might do.
