Gary's answer about top-posting is very good. But
somehow I don't read the OP's question as being
about the position of the quoted text so much as
about the position of the *signature*.

The thing which helps "see clearly who says what"
on a thread is not the signature but the
*attribution*. And that's indeed *before* the
quoted text. For example, the attribution in this
message is the string:

* Zhiqiang Ye <yezhiqiang@xxxxxxxxx>:

just before the quote from the message I'm
replying to.

Mutt lets you set your attribution line. The
example above uses:

set attribution="* %n <%a>:"
