For what it's worth, the way I would most prefer to process my mail
would be like this:

 1. start mutt
 2. enter first mailbox (in order listed in .muttrc) which contains
    new mail.
 3. move to the next mailbox in listed order *in a ring* containing
    new mail (i.e. if you move on from the first mail folder, change
    to the next one in the list with new mail, returning to the first
    mailbox after you've gone through all the others in the list with
    new mail).
 4. repeat until there are no mailboxes containing new mail
 5. move to first mailbox containing *unread* (but not new) mail *in a
    ring* 
 6. repeat until no mailboxes contain unread mail

I have many mailboxes, listed in order of priority.  I may decide an
e-mail is not important enough to warrant my immediate attention, but
I still want to be reminded of it so I can come back to it later,
after I've processed any important messages in other folders.
Currently, the only way I can make mutt remind me that I have mail I
want to deal with is to leave it marked as new.

The problem with this, as Rocco notes, is that it will always try to
bring you back to the first listed mailbox with new mail in it.  You
can either visit the mailbox again every time you change folders to
see if there's really new mail there, or you can ignore it for a while
and risk not reacting to important mail quickly enough.

Many of us (regrettably) use e-mail to manage workflow, and missing
important e-mail is *bad*.  But so is forgetting entirely about less
important (but still important) e-mail (though probably less bad).
The flow I described above solves both problems, without annoyingly
nagging the user about new mail in folders they visited recently (you
would, of course, set mark_old).

Still, having it remind you naggingly is better than not reminding you
at all.
