What's surprising? All Mutt settings are persistant, and last until
changed again. This one too.
Grepping archives here may show various creative usages of
$config_charset, but the easiest one is probably to convert once for all
every config and alias file to UTF-8, and set $config_charset=utf-8 at
top of the main muttrc. Then you can switch between a simple console and
an uxterm at will, or even run both simultaneously. One size fits all.
