moderation notification

Idea was that once regular moderation is back, it will be
processed soon enough not to require such feedback.
Remember, the hash-keys aren't stored forever, either.

If you think it's necessary, I can enable to allow everyone to set
the notification for oneself (or all, if you think it's better).
