I'm afraid it contains a number of bugs.
I haven't fully understood keymap.c.
[OT] I have written many patches these days, but this is the last
piece on my todo list. Now, I stop writing new patches and begin
supporting $assumed_charset and iconv-hook patches again.
These two patches are what I want the most.
