Sorry for the inconvenience.
I'll use your convention when I'm sure a patch is ready to be
included (like $assumed_charset and iconv-hook patches).
But I thought the patch was not ready, as I wrote:

So I decided not to use "For 1.5.9".
I apologize if my decision was wrong.
I just hoped one or more native English speaker would corerct
