This is technically perfectly valid. Note that the part in encoded in 
quoted-printable. These lines must not be longer than 76 and an equals 
sign as last character denotes a so called soft line break. As the first 
URL line ends in = it's a soft line break, so the next one is appended. 
As line 2 doesn't end in =, a real line break is added by mutt.

So, mutt does everything correct. You have to blame outlook for breaking 
the URL into two parts; and there's nothing mutt can do about it.
