"send_charset" and saved record file's charset

My settings in .muttrc:
set charset="euc-jp-ms"

I'm having problems with the "send_charset" AND "record".  If I _respond_
to mails, Mutt uses iso-2022-jp both for sending the mail and saving the
record; no problem.  But, if I _compose a new mail_ with exactly the same
content as the reply, then Mutt uses utf-8 to send the mail, which is not
prefered though acceptable, but it saves the sent mail in utf-8, which is
NOT okay since most of my utilities don't work with utf-8.  If I remove
utf-8 from the end of "send_charset", then it sends it in euc-jp-ms,
which is not really acceptable, though it also saves the mail in euc-jp-ms,
which is fine.

In brief, how can I get mutt to 1) send _newly composed_ messages encoded
in iso-2022-jp, and 2) save a record of the mail in euc-jp or euc-jp-ms?

I would like,
    first choice (because everyone can read my mail, and I can read the
    saved record, too):

To have mutt send all Japanese mails in iso-2022-jp, and drop or trans-
literate characters it can't convert, and save the record in euc-jp or
euc-jp-ms.

    second choice (only people with modern agents -- still minority --
    can read my mail, but at least I can read the record of my mail):

To have mutt use utf-8 for sending, but save the record in euc-jp or
euc-jp-ms, and drop or transliterate characters it can't convert.
