I'm not sure how to solve your problem, but I don't believe it has anything to do with locales... Mutt usually asks that question if you have modified a file after attaching it to your message. IIRC, it saves a temporary copy of the attachment as part of your mail. If you modify the original, mutt notices and asks you if you want to update it.
