I use only ~/.procmailrc.  I would suggest removing /etc/procmailrc
and only using the one in /home/xxxx

Your mail spool should be /var/spool/mail/[log-name]

run fetchmailconf and check protocals

fetchmail is saying that it cannot connect to procmail
you are delivering to either:
  mda '/usr/bin/procmail -d %T'
or
  mda '/usr/lib/sendmail -i -oem -f %F %T'
in .fetchmailrc
