you should make sure procmail gets called, somehow. this:

(i.e., the absence of a procmail-log file) suggests that it isn't being
called.
you can setup your MTA (to which fetchmail delivers your messages) to
use procmail, our you can use the --mda option for fetchmail (keyword:
mda), telling to pass mail to procmail instead to the local MTA.
