Yes, unfortunately most are, what I would call partially done. None of 
what I found on my own were a step x step. For example, the one I was 
following prior to posting to the list yesterday, didn't mention the 
fact that one needs an 'option' file for gpg. I found my options (skeleton) 
file after reading a post on another list.

I also was given this URL, to a good tutorial:

So, I'm making progress. I'll eventually get this working. I can read
other peoples gpg-sigs now in mutt. Next, I wish to get my ability to sign
using my various keys, recognized in mutt.
