If you have both a folder-hook and a send-hook that executes the
same command, the send-hook will appear to take precedence because
the folder-hook is triggered when you enter a new folder whereas the
send-hook is triggered as you start to send a message.  The
send-hook will therefore override the folder-hook.

If you want to use only the folder-hook setting in some folder, you
will have to unhook your send-hooks.  That means, of course, that
you will have to use another folder-hook to redefine your send-hooks
in the folder where you want them to take effect.
