Technically it doesn't actually. SASL and SSL are optional and aren't 
needed in some cases (e.g. some ISPs don't require explicit 
authentication since you're authenticated by your dialup line already).

But it's true, for the majority of people IMAP support would be useless 
without SSL and SASL.
