I added in muttrc

reply-hook '~t ccl-tech' "push '<edit-cc>,oas@xxxxxxxxxxxxxxxxxxxx<enter>' "
and it still does not work..

Thanks kyle, I guess using mutt makes me greedy, I used to manually edit
everything...:)
