Yeah, it's based on the sender's address.

It's the default behavior when no save-hooks apply. That behavior is 
not itself a save-hook.

That's exactly what save-hooks are for.

There isn't one. To my knowledge, the target of a save-hook cannot 
depend on the matched pattern.

Mostly, I do things like this:

save-hook '%C family' =Family
save-hook mutt@xxxxxxxx =Subscribed.Mutt
