On startup:

silent! g/^> \?-- $/,$ delete

or manually:

nnoremap <buffer> <LocalLeader>qs :/^> \?-- $/,/^-- $/-d<Bar>noh<CR>

eg. in ~/.vim/after/ftplugin/mail.vim

Adjust to taste.
