Yes. You want to use a macro (as you suspected). I have a set of 
macros like this:

macro pager ,T "<enter-command>set display_filter=\"t-prot -cemtwk 
- -M=mutt\"<enter><exit><display-message><enter-command>macro pager t ,t 
\"toggle tofu filter\"<enter>" "filter message for tofu"
macro pager ,t "<enter-command>unset 
display_filter<enter><exit><display-message><enter-command>macro pager 
t ,T \"toggle tofu filter\"<enter>" "don't filter message for tofu"
macro pager t ,t
