Yes. You want to use a macro (as you suspected). I have a set of
macros like this:
macro pager ,T "<enter-command>set display_filter=\"t-prot -cemtwk

\"toggle tofu filter\"<enter>" "filter message for tofu"
macro pager ,t "<enter-command>unset
