Now you owe two asses:

  $ grep 'set move' ~/.muttrc
  set move=yes

:-)  Is there anything else that can influence mbox-hook?  At least
now I know that it /is/ supposed to work, so I can track it with
gdb and provide a patch if I figure out how to fix it.

Btw, my version of mutt is 1.5.9i.
