    It runs in the cmd.exe console, for which default charset on German
Windows is CP-850. So "set charset=cp850" works: Nice umlauts when
checked with Ulf Erikson's Mutt 1.4 Win32 port.

    What replacement chars? What is your font? What happens if in
cmd.exe window you choose Lucida Console font, then type "chcp 1252",
and "mutt -e 'set charset=cp1252'"? Do you see ümläüts and ¤uro?
