I think that you are seeing windows-1252 encoding.  I've been fighting
with this, too.  I get a lot of it from Outlook people.  The problem I'm
running into is that the text/plain portion doesn't seem to decode
properly (I'm sure it's a configuration issue on my part), but that lynx
-dump does decode it.

As soon as I get around to tackling this, I'll try to come back and
reply again.
