Not sure about this, but the simple solution is not to use pgp.net and
use one of the newer SKS keyservers:

  http://keyserver.bu.edu/
  http://sks.keyserver.penguin.de
  http://sks.dnsalias.net
  http://keyserver.kjsl.com


The only problem with the X-PGP (or the preferred(???) X-Request-PGP [1])
header is that most people don't look at them.  :-(
