(I)nline enables inline mode, which is strongly deprecated; it does not
enable any PGP/GPG action. You can either sign or encrypt or both in
inline mode, so if you turn on inline mode, you still have to tell mutt
what you want to do. If you don't want this, you can set pgp_autoinline.
If you only want to send inline messages to certain users, you can set
pgp_autoinline using a send-hook.
The one thing I'll give you is that the PGP menu does not seem to be
described in the manual (if it is, I can't find it). If this ticket
should not be closed outright, I could suggest two things:
1. Add an explanation of the PGP menu to the manual.
2. Change the menu text to "enable (I)nline PGP"
But this seems clear to me, and seems OK to close this too.
