#2889: version date is incorrect when ChangeLog is not up-to-date

Comment(by pdmef):

 After using 'test -d $(top_srcdir)/.hg && hg -R $(top_srcdir) ...', I
 noticed another problem: the latest change to the tree need not be the
 latest upstream change.

 The release date was changed from static to be generated. For development
 version it's now easier to find out/guess what revision people run. With
 custom patches applied and/or mq, the date of 'tip' in hg is not
 necessarily the date of the latest upstream change. This defeats the
 original intention. Using network access to check the official repo is no
 option, too.

 So we need another solution I'd say.
