It works and it is fine by me.

While testing your patch I realized that the $noflowed_compat
quoting behaviour when creating format=fixed from format=flowed
(add "> " to new quoted lines, add ">" for second quoting level)
looks better than the $flowed_compat (always use $indent_string).
(Although both are technically correct.)

It might be worthwhile to add a second option to choose
quoting behaviour for this case. If you want I could create
such a patch (I don't want to put all the work for my silly
indent_string Outlook emulation requirements on you).

In that case you could commit the trailing space handling
seperately from the quote handling, i.e. leave out the
first hunk of the changes to rfc3676.c.
