 Is there any reason to have $rfc2047_parameters? Why doesn't mutt do it
 right in the first place?

 Suggestion: A) Drop $rfc2047_parameters. Make mutt always behave as if
                that option was set.
             B) If not A) set $rfc2047_parameters true as default.
