The -I and -L seem to be a bug in the configure script. Here I only
have the -I/usr/local/include, though I don't have /usr/local/*
directories in my paths. The Makefile contains:

CPPFLAGS =  -I$(top_srcdir)/intl -I$(includedir)

and the second -I is incorrect (I don't know where it comes from...).
