With my 1.5.6 it works as you expect it, i.e. all addr specified with
Reply-To: are honoured.
Maybe you have some special conditions that make mutt drop some of them, like
"reply_self" and "alternates". See also #2304, maybe it helps you understand
how Reply-To: is processed.
More verbose testing on your side might help.
Add many different addrs which are not alternates, then try again.
