one. in section 3.6.2., "Originator fields" of RFC 2822:

an optional reply-to field MAY also be included, which contains the field name 
"Reply-To" and a comma-separated list of one or more addresses.

if there are multiple Reply-to addresses listed, I would expect Mutt to put all 
of them in the To: field of the response.
