Are you sure cc is the same on both machines? The default cc that
comes with HP-UX without paying extra is (or was at one time) pretty
bare-bones.
Another thought is to compare the configure outputs from the two
machines, perhaps config.log, and see what configure might think the
differences are.
If that doesn't help and if you don't have to reliably build mutt on
the production server, you could just build mutt through 'make' on
the test server, copy the source directory over to the production
server, and finish the installation with 'make install' on the
production server.
