Ah, so it does. I hadn't noticed; the trouble is that it doesn't
actually make tags files. These are just generic targets to make tags
in a bunch of subdirectories whose Makefiles don't have tags targets,
and which don't contain sources....
Still I suppose it might be inappropriate to circumvent automake. It's
the sort of tool that only buries you if you don't play its way. As I
said, it's only a small thing.
