As you noted, the error occurs when mutt can't exec the sendmail binary.
Retry with another MTA to verify it's definitely ssmtp's fault.
Since I'm not familiar with win2k3, check execution/ read permissions
for the MTA, too (and anything else win might interfere with ;).
