I know where the problem is:

manual.xml stamp-doc-xml: [...]

There are 2 targets. As said on

  http://lists.gnu.org/archive/html/bug-make/2002-04/msg00034.html

this yields the unwanted behavior with -j2.

BTW, the problem I had with my program is also due to the 2 targets.
