Tag wishlist, but raise severity and priority (because
of everyday nuisance especially for UTF-8 users). Notified
1231/1247/1876 reporters. Retitle from "Charset isn't used
to translate Subject" and "Mutt doesn't handle invalid
characters when replying to a mail". Despam, devirus, and
deduppe unform and description. Note unform contains an
interesting alternative proposal by Eduard Bloch that was
never discussed because it never reached mutt-dev. These
problems would be solved by $assumed_charset mainly, but
followup discussions raised other related problems to be
dealt in complement.
