Well, as I indicated in my original message, the submission agent isn't
supposed to accept mail from non-authenticated clients. So blocking of
port 587 outbound is much less likely to happen.

ISPs generally block port 25 to prevent their residential customers from
sending spam (intentionally or as a zombie machine / open proxy)
directly to the receiving mail host for a domain. In general, I don't
think these organizations object to users sending authenticated mail
through an alternate provider.
