mutt/2053: gpg.rc hardcodes display charset

My dear ALL,

    The example file contrib/gpg.rc hardcodes the charset in some GnuPG
commands. This gives garbage display in any other locale with different
charset. Example: Take a Latin-1 terminal, export
LC_ALL=en_US.ISO-8859-1, and view a traditionally signed mail as Dato's
<20050201200221.GC18550@xxxxxxxxxxxxxxx> on mutt-dev from
February 1 2005 20:02 UTC. You see:

    ...with garbage 2 chars (A tilde and superscript 3) in place of the
o acute of Simó.

    One should let GnuPG charset be automatically infered from whatever
current locale, without hardcoding. The uploaded
patch-1.5.10.ab.gpg_rc_unhardcoded_charset.1 does remove all
"--charset utf-8" hardcodes.

    Note: This affects informations GnuPG outputs, like the name on the
key. It does *not* in any way affect signed or crypted data.
