Yes: $charset, defaulting to the locale's charset.

<edit> ("edit the raw message") does pure raw editing: Charset is
irrelevant (think <edit>ing a multipart with part Latin-1 and part
KOI8-R). But editor's autosensing feature can here help, in simple
cases: Autosensing, and saving in sensed charset.
Look at wish #1835 and closed associated Debian Bug #239235.
Reporter Piotr has done good job posing problem, guessing it was a
feature, and suggesting a solution.
IMHO: <edit> must not change. A new function <edit-with-recoding>
might be a valid wish. But very difficult to design for all cases. And
autosensing editors work in simple cases. So: Valid wish, but at super
low priority.
